Professional Biography
David B. Hartvigsen, a founding member of the firm, has
focused his career on water law, local governmental law, and
water company governance. He has shaped Utah water law
through prominent court cases and key legislation. He
represents individual and corporate water right holders,
irrigation and canal companies, water districts, and
municipalities on all water matters and on related
administrative matters such as corporate governance, master
planning, impact fee enactments, eminent domain actions,
contract bidding and administration, rules adoption and
revision. He has also written articles and lectured on many
of these topics.
